Proposed works
Thirroul Streetscape Upgrade Stage Three As a part of the Thirroul commercial centre streetscape improvements, Wollongong City Council is committed to a staged construction to complete the upgrade works. After public consultation the construction of Stage One (north of the railway bridge) began in 2005. Stage Two of the project is scheduled to be completed before the end of the year, and Stage Three will commence immediately thereafter.
Stage Three will extend along Lawrence Hargrave Drive from Railway Parade to Phillip Street and one block south along Railway Parade. In order to minimise disruption the construction process has been simplified while retaining the standard and quality of work undertaken in the previous stages. Work will cease during school holidays in December and January to minimise inconvenience. Work scheduled to be undertaken during this stage will consist of:
- footpath upgrade, including artwork
- installation of new kerb and guttering
- changing the kerb radius on Railway Parade adjacent to the car park to allow for large vehicles to turn
- upgrade of the Council car park on Railway Parade
- removal of one plane tree on the east side of Railway Parade
- replacement trees planted along the east side of Railway Parade
- new tree planting to the Council car park
- relocation of services such as Telstra and Sydney Water pits to cater for proposed works.
The works involve construction of new kerb and gutter from the existing end of William Beach Road to and around the proposed carpark. Work will also include the upgrade of the pavement surface.
Construction of the proposed works will be subject to the allocation of funding & it is anticipated that works may commence before the end of the current financial year. The Drive, Stanwell Park
Following the initial advertising of the proposed car park reconstruction Council has considered the comments of residents and has amended the design plans taking into account these comments and the needs of the general community. The works involve the laying of a bitumen seal over a compacted base pavement.
A kerb, flush with the pavement seal, will be constructed around the perimeter of the car park. Provision has been made for one dedicated disabled parking space within the proposed car park layout
Landscaping of the site will also be undertaken in accordance with Council’s policy on the landscaping of car parks. It is proposed to extend the “No Stopping” zone along the eastern side of The Drive for 78m in a general westerly direction from the existing “No Stopping” sign east of Maxwell Crescent
Estimated cost of the works is $113,000
The works are programmed for construction in early 2009

Council is currently constructing improvements to a section of footpath, kerb and gutter on New Mount Pleasant, Balgownie.
The works involve the construction of a new footpath area, kerb and gutter realignment and partial road reconstruction on New Mount Pleasant Road. It will also include narrowing of the road carriageway, creation of a no stopping zone and associated line marking to be implemented as shown on the plan number 4380_C01_A on the right hand side of the page.
The project has the endorsement of the RTA, Council
Police through the City of Wollongong Traffic Committee.
Construction of the proposed works is currently underway and is expected to take 3 – 5 weeks. Estimated cost of the works is $112,800.

Kialoa Road, Woonona
Council is considering the construction of road improvements at Kialoa Road, Woonona, to improve the drainage by constructing a new kerb and gutter to existing drainage pit. This will alleviate ponding in the street and provide a new footpath for pedestrians.
The works involve the construction of an eastern kerb and footpath on a section of Kialoa Road and a NW pedestrian ramp to SRA new mazeas shown on the preliminary plan on the right hand side of page.
Estimated cost of the works is $153,500.

Judy Masters car park upgrade - Para Street, Balgownie
Council is considering the construction of car park improvements at Judy Masters Park on Para St, Balgownie.
The works involve the construction of a new kerb and gutter line and partial road reconstruction on Para St. It will also include the construction of a sealed car park with line marking and speed humps to be implemented as shown on the plan number 4027_C01_A on the right hand side of page.
The project has the endorsement of the RTA, Council & Police through the City of Wollongong Traffic Committee.
Construction of the proposed works will be subject to the allocation of funding & it is anticipated that works may commence before the end of the current financial year.
Estimated cost of the works is $223, 500.

Thirroul Cycleway Extension
Council is preparing to construct a cycleway/path from The Esplanade to Mountain Road to address local safety issues. This is part of the NSW Coastline Cycleway Grants Program.
The work involves the construction of a shared way between The Esplanade & Mary St & a segregated path/cycleway from Mary St to Mountain Rd, as shown on plan number 4223_C1_D & 4223_C2_D on the right hand side of this page.
Work will commence in October 2008 after the school holidays and will take approximately 3 months to complete, weather permitting.
Estimated cost of the works is $236,300.

Cliff Road Wollongong
Wollongong City Council proposes to remove the existing clay paver thresholds in Cliff Road and Endeavour Drive near Marine Drive and to replace them with a single pedestrian refuge as shown on the drawing 4292_C01_A. The pedestrian refuge is one of a number traffic calming and pedestrian facilities along Cliff Road as part of the Blue Mile project.
The refuge will form a clearly defined single crossing point of Cliff Road for pedestrians and cyclist and remove the two existing crossing points in Cliff Road. These existing crossing points, due to the nature of the surface finish, has lead pedestrians to believe that they have the same status as a formal marked pedestrian crossing.
Detail plans of the proposed facilities can also be viewed in the Design Section on Level 6 of the Council’s Administration Building,
It is estimated that construction works will be completed before the end of June 2008.

Cliff Road, Wollongong
Wollongong City Council is proposing to construct a number of traffic and pedestrian facilities along Cliff Road as part of the Blue Mile project. The purpose of the traffic facilities is to improve safety particularly for pedestrians by ensuring low traffic speeds and deterring inappropriate driver behaviour. The location of the facilities is shown on the overall layout plan. See Cliff Road Drawing 1.
Details of these facilities are:
- Realignment of the intersection of Cliff Road and Harbour Street for the future provision of traffic signal. These works will include new pedestrian ramps and the construction of new concrete paved footpaths. See Cliff Road Drawing 2
- The construction of a chicane and pedestrian refuge at Osborne Park. See Cliff Road Drawing 3.
- Improvements to the marked pedestrian crossing at Georges Place including the construction of a raised platform road hump at the crossing. See Cliff Road Drawing 4.
- Relocation of the existing bus zone and the realignment of the kerb on the eastern side of Cliff Road to form a bus bay. A flat top road hump will also be constructed at the bus bay. Also include is the construction of a flat top road hump adjacent Battery Park. See Cliff Road Drawing 5.
- The existing pedestrian crossing outside the St Mary’s Star of the Sea school in Harbour Street will be improved with the construction of a raised platform road hump between the existing kerb blisters. See Cliff Road Drawing 6.
