We are currently seeking community feedback in relations to our draft Section 94 Plan.
The purpose of this plan is to enable Council to require contributions to be made towards the provision, extension or augmentation of public amenities and public services that will, or are likely to be required as a consequence of development in the West Dapto Release Area. The plan also details the timing and cost of the provision of the works and facilities.
The Horsley Section 94 Development Contributions Plan is proposed to be repealed upon the commencement of the draft Plan with the current account balance to be transferred to the draft Plan.
This Plan considers the total infrastructure requirements for the West Dapto Release Area, as well as the specific requirements for Stages 1 and 2. Development within the whole West Dapto Release Area is being considered to reduce the Section 94 contribution.
The rate of development governs Section 94 income, and therefore the funds available to expend. The completion of the release area is estimated to be 55 years.
A total expenditure of $756 million is proposed of which $735 million is attributed to new development and will be subject to Section 94 contributions. The costs are based on current values, and will need to be indexed over the life of the plan.
Council has endorsed an initial access strategy to address legacy issues and to improve access to the West Dapto release area. A $26.05 million interest free loan from the State Government under the Local Infrastructure Program will enable the early implementation of this strategy. The loan is required to be paid back over a ten year period.
