The DAC team
The DAC team is responsible for:
- processing Development Applications and Complying Development Certificates;
- issuing Construction Certificates, Occupation and Subdivision Certificates;
- activity applications;
- strata subdivision approvals issuing the following certificates:
- Planning Certificates (Section 149 Certificates);
- Building Certificates (Section 149A Certificates);
- s121ZP and s735A Outstanding Notice and Order Certificates;
- s88G Certificates;
- Swimming Pool Compliance Certificates;
- inspection of buildings, buildings under construction and subdivision works;
- provision of advice to owners, builders, subdividers, applicants, developers, designers and the community in relation to all aspects of the application processing system including:
- pre-lodgement meeting;
- mediation and dispute resolution;
- provision of advice.
DAC structure
The division is organised into four teams each delivering a different aspect of the division’s services. The teams are:
- Administration team;
- Development Assessment teams;
- Building Assessment and Inspection team;
- Subdivision team.
Administration team
The administration team is responsible for all customer services involving the lodgement and exhibition of applications, issue of Planning and Building Certificates, information management and servicing customer inquiries.
The section is staffed by highly trained professional customer service personnel. Officers in this section are responsible for initial assessment of all applications. This includes the preliminary assessment unit, which ensures applications contain all information necessary for processing and public exhibition.
The unit also organises and services pre-lodgement meetings.

Development Assessment and Building teams
There are two development assessment teams for the assessment of planning applications. There's also a building team for the assessment of building development applications, construction certificates, fire safety and to carry out building inspections and Principal Certifying Authority (PCA) functions.
The assessment team includes town planners. The building team is made up of building surveyors. All teams are provided with administrative support.
Each team also has access to drainage, traffic, landscaping, geotechnical, urban design and environmental technical resources.
Each team is responsible for the assessment of all applications in their area from pre-lodgement to the issuing of consents, certificates, approvals or refusals. Depending upon the circumstances, each team either determines applications under delegated authority or prepares reports for the consideration of Council.
The building team also undertakes inspection of building works, where an applicant has appointed Council as the Principal Certifying Authority.
Subdivision team
This team is responsible for the assessment of Construction Certificate applications for subdivisions, inspection and supervision of subdivision works and issue of Subdivision Certificates. It also provides the development assessment teams with technical advice on subdivision design and engineering standards. The section comprises of specialist subdivision engineers.
